    I don't get all the self-styled pundits first doing ICOs then bashing them. Most ICOs are crap, but the ICO mechanism is useful for bootstrapping new projects, raising funding, and generally deploying new tech. Why can't we have a reasonable non-extreme opinion?

    Saying "I told you so" on ICOs has more credibility if you didn't run an ICO of your own.

    This *does not* explain the "education benefits individuals much more than countries" evidence, but even still it does explain some of the other evidence, suggesting that dominant sheepskin effect by itself does not imply low HC gain - only low *observable* HC gain.
